I find that under the Royal Instructions of the 9th of April, 1877, the Colonial Treasurer was not a Member of the Executive Council. Sir George Bowen, in his despatch W.317 of the 30th November, 1883, while strongly recommending the late Mr. Lister for the appointments of Colonial Treasurer and Postmaster General, further recommended that the Colonial Treasurer should have a seat in the Executive Council, and should ex-officio be Postmaster General and Collector of Stamp Revenue. Lord Derby, in a despatch, W.19 of 29th January, 1884, consented, in deference to Sir George Bowen's opinion...
